聯合打工度假青年協會譴責政府強行通過《逃犯修訂條例》聲明
United WHY (United
Working Holiday Youth) 為聯合打工度假青年協會組織,我們的組織成員包括來自台灣、香港、以及韓國到世界各地打工度假的青年。我們在此就《送中條例》或《逃犯修訂條例》,以及香港政府以武力強行鎮壓示威者的方式表達嚴正抗議。
我們嚴厲譴責香港政府無視此條例修訂至今各界所引發的諸多疑慮,忽視上百萬人於九日上街遊行的廣大民意。我們同時也譴責政府為了執意通過《送中條例》,以不合比例的武力粗暴地鎮壓示威者並導致數十人受傷。
《送中條例》一但通過,將使得認罪標準無限擴大、香港法治崩解。眾所周知,中國目前的人權保障、法治水平及刑事司法制度仍未達完善。《送中條例》將權責交由行政長官一人,繞過立法會決定移交細節,移除立法機關的監察功能。這將使得在香港以及過境香港的每個人,都可能被以政治理由送回中國大陸接受不公平的審判。
《送中條例》對於香港政治、經濟將帶來極大的負面影響,使掌權者得以透過司法手段威脅企業家、異議份子和人民,造成貪污、賄絡、檯面下交易等行為層出不窮。通過《送中條例》更使得政府失去民心、社會動盪不安、人民活在恐懼之中,對於言論自由、法治、人權乃至香港的國際地位都有極大損害。美國駐港澳辦事處以及歐盟等國家對於逃犯條例草案都已提出嚴重抗議。
在此,我們要求香港政府立即撤回《送中條例》,傾聽人民意見,重啟公眾諮詢。我們也要求政府必須在確保人民言論自由、法治、以及人權的前提下,採納法律專家學者的建議,確保香港司法的獨立性。

A Statement by United WHY against Extradition to China
United WHY, a non-profit organization includes Taiwanese Working Holiday Youth (T-WHY), Hong Kong Working Holiday Youth (HKWHY), and Korean Working Holiday Youth (KOWHY), is making the following statement to express our strongest concerns and discontents of the proposed Extradition Bill Amendments in Hong Kong.
We criticize the Hong
Kong government for ignoring all the concerns from various stakeholders and
citizens. On June 9th, 1.03 million people marched in protest against
the Extradition Bill. Sadly, the government did not treat citizens’ opinions
seriously and instead suppressed the public by force.
The Extradition Bill
will not only affect Hong Kong’s justice system, but also ruin Hong Kong’s
reputation as an international city. As we all know, the lack of human rights
and the incompetence of the justice system and criminal law in China constitute
many loopholes for bribery, corruption, and under-table transactions. Once the
bill passed, the Chief Executive can bypass the Legislative Council, giving the
Chief Executive the sole right to decide on the details of the
extradition. This means every single individuals, regardless of those living
in Hong Kong or foreigners who make a transfer at the Hong Kong International
Airport, can be treated as fugitives and be transferred to China for
jurisdictions.
Furthermore, the
Extradition Bill will create negative impacts on the politics as well as its economy
in Hong Kong. It will decay the public trust of the government, leading to an unstable
society where people live in fear. It will also seriously challenge the
principles of freedom of speech, rule of law, and human rights. Countries such
as the United States, the EU, along with other international communities, have
spoken against the Bill. The US has warned that the extradition law, if passed,
could jeopardize the long-established special status that Washington affords
Hong Kong.
Therefore, we demand
that the Hong Kong government withdraw the proposed amendments. We also demand
that the Hong Kong government conduct proper consultations with local and
international academics, legal professionals, and the citizens, to protect Hong
Kong’s judicial independence and to guarantee freedom of speech, rule of
law, democracy, and human rights.
<중국 본토로의 범죄인 인도를 규탄하는 United WHY의 성명서>
우리 워킹홀리데이 청년들(한국청년모임 KOWHY, 대만청년모임 T-WHY, 홍콩청년모임 HKWHY)은 이번 홍콩 정부의 범죄인 인도법 개정 시도를 규탄한다.
홍콩 정부는 범죄인에 대한 중국 본토 송환이 가능케하는 법 개정을 시도하였고,
독립과 자유를 수호하는 홍콩 시민들에 의해 저지되었다.
홍콩 시민들은 범죄인 인도법 개정이 홍콩의 인권과 의사표현의 자유를 침해할 수 있으며,
많은 홍콩 시민들을 중국 중앙 정부의 부패와 인권유린의 희생양으로 만들 수 있음을 지속적으로 지적해왔다.
또한 이 법 개정으로 인해 홍콩 거주자뿐 아니라 홍콩 공항을 경유하는 외국인마저도 중국 본토의 관할권 하에 놓일 수 있다.
이에 우리는 홍콩 정부가 법 개정 시도를 당장 중지할 것과,
홍콩의 민주주의와 인권을 보호하는 데에 힘쓸 것을 촉구한다.
